THE SUSTAINABILITY LEADERSHIP AWARD

The Sustainability Leadership (TSL) Award is a joint initiative of the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) and the German development agency GIZ, delivered under German Cooperation and presented at BAT EXPO 26 in partnership with the Bangladesh Brand Forum.

Bangladesh’s garment industry has spent the last decade rebuilding its reputation from the ground up — through safer factories, stronger compliance, and a hard-won credibility that took years to earn. The TSL Award exists to make sure that progress is seen, understood, and celebrated, rather than taken for granted. It is a platform built specifically to find and honour the best sustainable practices across the country’s readymade garment (RMG) and textile factories — recognising the frontrunners whose people-first workplaces, environmental leadership, innovation and resilience are quietly redefining what a modern factory can look like.

By honouring these factories, the TSL Award aims to do more than hand out trophies. It is a deliberate act of nation branding: strengthening the global image of “Made in Bangladesh” as modern, safe, and environmentally responsible, at a moment when buyers, regulators and consumers around the world are asking harder questions of where their clothes come from and how they are made. Every factory recognised through this Award becomes part of the answer to that question — proof, rather than promise, that sustainability and competitiveness can be the same ambition.

The Award also serves a purpose closer to home. For the workers whose safety and dignity are at the centre of the People First pillar, for the engineers and sustainability teams driving down water and waste in Planet Positive, for the innovators shaping what comes next in Next Frontier, and for the small and medium enterprises proving that scale is not a prerequisite for leadership in Rising Strength — the TSL Award is a rare moment of visibility for work that is usually done without applause. It gives the industry’s most committed leaders a platform commensurate with the seriousness of what they have built.

Entries are judged across these four pillars, spanning worker welfare, environmental performance, innovation, and the achievements of small and medium enterprises. Every initiative passes through a rigorous, multi-stage Grand Jury process — nomination and submission, eligibility screening, initial category review, and a Grand Jury evaluation drawing on 20 to 25 experts across sustainability, academia, business, ESG and development — before Platinum, Gold and Silver honours are awarded.

This Award is a record of what excellence in sustainability actually looks like on the factory floor, judged on evidence rather than reputation — and a legacy the industry can build on, one factory, one initiative, and one honest achievement at a time.

 


CATEGORY 1

PEOPLE FIRST

Recognising the factories building Bangladesh’s most people centred workplaces, where safety, dignity and opportunity are not compliance checkboxes, but competitive advantages.

Model Factory of the Year

Awarded to the factory whose physical workplace, including safety infrastructure, worker facilities, layout and ergonomics, sets the industry benchmark for what a modern, worker first factory looks like.

Judged on: Safety systems covering fire, structural and chemical safety; quality of worker facilities, including medical facilities, childcare, canteen and rest areas; and factory floor design and cleanliness.

Women in Leadership Award

Awarded to the factory that has done the most to move women from the shop floor into supervisory and leadership roles, backed by effective policies and protection.

Judged on: The share of women in leadership and supervisory positions; anti harassment policies and their enforcement; maternity and childcare support; and participation in gender focused initiatives, such as Shakti Kanya.

Community Champion

Awarded to the factory whose social investment has made a lasting, visible difference to the community around it, not through a one off donation, but through sustained commitment.

Judged on: The scale and continuity of community programmes covering health, education, livelihoods and infrastructure; depth of community engagement; and measurable outcomes for local residents.


CATEGORY 2

PLANET POSITIVE

Recognising the factories proving that environmental leadership and industrial competitiveness are the same goal, not a trade off.

Sustainability Leader of the Year (Flagship award of this pillar)

Awarded to the single factory demonstrating the most complete and integrated environmental performance, standing out across energy, water, waste and emissions.

Judged on: Certifications held, including LEED, Higg FEM and ISO 14001; breadth of environmental programmes; and year on year improvement across multiple indicators.

Water Guardian

Awarded to the factory with the most significant and sustained reduction in water use, along with the strongest water management practices.

Judged on: Percentage reduction in water consumption year on year; water treatment and recycling systems; and effluent and downstream management.

Circular Textile Pioneer

Awarded to the factory leading the way in keeping textile waste out of landfill through reduction, reuse, recycling or closed loop partnerships.

Judged on: Volume of waste diverted or recycled; partnerships with recyclers or circular economy platforms; and traceability of waste streams.


CATEGORY 3

NEXT FRONTIER

Recognising the ideas, commercial, technological and human, that are shaping where Bangladesh’s garment industry goes next.

Business Innovator of the Year

Awarded to the innovation, process, technology or model that delivered the clearest and most measurable commercial impact.

Judged on: Demonstrated business impact, including cost, lead time and productivity; originality; and replicability across the sector.

Future Ready Award

Awarded to the innovation best positioning its factory for what is coming, including climate resilience, digitalisation, new materials and emerging regulations such as the EU’s CSDDD and CBAM.

Judged on: How directly the innovation addresses a coming industry shift; scalability; and relevance beyond the current cycle.

Worker Centric Innovation

Awarded to the technological or procedural innovation that has made the most direct and measurable difference to worker wellbeing, safety or working conditions.

Judged on: Direct worker impact, including safety incidents, health outcomes and working conditions; adoption rate among workers; and worker feedback, where available.


CATEGORY 4

RISING STRENGTH

Recognising Bangladesh’s small and medium sized enterprises proving that scale is not a prerequisite for leadership, where limited resources produce outsized impact.

Small Factory, Big Impact Award (Flagship award of this pillar)

Awarded to the SME demonstrating the strongest overall sustainability performance across environmental and social dimensions, relative to its size and resources.

Judged on: Breadth of sustainability practices adopted across the workplace, environment and community; evidence of impact despite constrained budgets and headcount; and consistency across dimensions rather than a single strong metric.

Resourceful Innovator Award

Awarded to the SME that achieved a meaningful innovation, process, technology or workplace practice without the capital or technical resources available to larger factories.

Judged on: Originality relative to available resources; tangible outcomes, including cost, safety, efficiency or worker impact; and potential for other SMEs to replicate it at similarly low cost.

Growing Responsibly Award

Awarded to the SME with the strongest year on year improvement trajectory in sustainability practices, recognising progress and direction, not just where a factory currently stands.

Judged on: Rate of improvement over the past 12 to 24 months; evidence of a genuine change process rather than a one off certification; and realistic plans for continued progress.


AWARDS

JURY PROCESS

Brands, businesses, NGOs and other eligible organisations submit their initiatives against the relevant categories. Entries include the prescribed presentation, supporting evidence, initiative AV and NOC.

2. Eligibility & Compliance Screening

The organising team checks whether:

  • The entry is complete.
  • The initiative fits the selected category.
  • Required documentation is provided.
  • Claims have supporting evidence.
  • NOC and other mandatory materials are submitted.

3. Initial Jury / Category Screening

Eligible entries undergo an initial evaluation. The objective is to identify the strongest initiatives within each category based on the prescribed evaluation criteria.

This is important because the process is not simply a popularity or brand size contest. The initiative itself is what is evaluated.

4. Grand Jury Evaluation

The shortlisted entries move to the Grand Jury Sessions.

For 2026, there will be two or three jury panels, comprising 20 to 25 experts from diverse industries.

The jurors will include sustainability specialists, academics, business leaders, ESG professionals, development sector experts and marketing and strategy professionals.

Each Grand Jury reviews the shortlisted initiatives and assesses:

  • Category relevance
  • Category contribution
  • Innovation
  • Implementation
  • Measurable impact
  • Scalability
  • Long term value
  • Credibility of evidence

The 2026 Grand Jury is explicitly described as the final stage of the evaluation process.

5. Jury Deliberation & Final Selection

Jurors discuss and assess the competing initiatives before arriving at the final decisions. The intention is to make the process transparent, accountable and unbiased, with expertise from different sectors bringing different perspectives to the evaluation.

This multi panel approach was also used in 2023, when 31 experts participated across seven Grand Jury panels.

The final jury decisions determine the winners across the four award categories, with three award levels:
